    Discount on membership/renewal fees 

     

    The Ordre des ingénieurs du Québec now offers a discount on membership dues to members and CEPs for the 2022-2023 annual registration. This year, we have considered the situation of our members who are on parental leave, on sick leave (including short-term disability), unemployed or who are returning to full-time studies.

    In all cases, members or CEPs who wish to take advantage of a discount will have to provide supporting documentation for their leave and meet all of the requirements.

    Certain conditions apply.


    Who is eligible for a discount?

    The engineer who pays membership dues (full amount of $460 plus fees) in one payment.
    The CEP who renews their registration for a full year and pays the full renewal fee ($460 plus taxes).

    What situations are eligible for a discount?

    A discount on dues or renewal fees may be granted, with supporting documentation, to a member or CEP in any of the following situations:
    • Parental Leave
    • Sick Leave (including short-term disability)
    • Return to full-time studies
    • Unemployment

    What are the conditions to obtain a discount?

    • Be on a leave of absence for at least 6 consecutive months for the following situations:
    • Parental Leave
    • Sick Leave (including short-term disability)
    • Return to full-time studies
    • Unemployment (member or CEP in a inactive due to lack of work or employment)

    Who is not eligible for a discount?

    • Retired engineers are not eligible for a discount.
    • CEPs who complete the entry-to-practice program and pay their fees on a prorated monthly basis are not eligible for this discount.

    What length of inactivity is considered to qualify for a discount?

    • The temporary cessation of practice must be for at least 6 consecutive months.
    • The period considered is from April 1, 2021, until the date of your enrollment or renewal and no later than March 31, 2022.
    • Beginning in 2023-2024, the temporary cessation of practice may overlap two fiscal years for a maximum of 24 months.
     

    What are the supporting documents I need to obtain a discount?

    Parental leave: member or CEP on Leave for the birth or adoption of a child. Accepted Supporting Documents:
    • A letter signed by the employer attesting to the parental, maternity, paternity, or adoption leave and specifying the start and end dates of the leave.
    • A statement of parental insurance benefits from the Quebec Parental Insurance Plan (QPIP).
    Sick leave (including short-term disability): member or CEP on sick leave or short-term disability. Accepted Supporting Documents:
    • A statement from a qualified health care professional indicating the inability to perform the occupation and specifying the start and end dates of the period of absence (including the date of gradual return, if applicable) or the date of the medical follow-up appointment.
    Unemployed: member or CEP in a inactive due to lack of work or employment.

    Accepted supporting documents specifying start and end dates of leave, if applicable:
    • A statement of employment insurance benefits.
    • A notice of termination from the employer to the worker who is laid off, dismissed, or laid off for a period of more than 6 months.
    • A Record of Employment (ROE) showing the number of insurable hours.
    • A work certificate (issued by the employer and specifying the duties performed and the duration of employment).
    Return to full-time studies: member or CEP enrolled full-time in a program of study at a college or university.

    2 required supporting documents specifying start and end dates, if applicable:
    • A certificate of full-time enrollment issued by the educational institution.
    • An official transcript issued by the educational institution attesting to your full-time status.

    Will my discount request be evaluated?

    Yes, all requests for a discount on membership or renewal fees and the supporting documentation you provide will be subject to re-evaluation. If your information is incorrect, the calculation of the discount (number of months and amount awarded) will be reviewed, which may result in a balance owed or a refund.

    Does the discount affect my membership or CEP status?

    No, the engineer who has received a discount on their dues remains a full member and is subject to the same professional obligations as other engineers (continuing education, professional liability insurance, etc.)
    The CEP who has benefited from a discount on the renewal fees remains subject to the same obligations to meet program requirements.

    I am returning to school, but my new studies are not related to engineering. Am I eligible for a discount?

    Yes, you are eligible, regardless of your field of study. However, studies must be undertaken on a full-time basis, and the break must be of at least 6 months. The discount will then be applicable subject to submitting the required supporting documents.

    When can I apply for the discount?

    When you register on the roll or renew annually on the CEP registry, between February 7, 2022, and March 31, 2022, upon presentation of the necessary supporting documents.

    Does a leave of absence have to be completed to apply for a discount?

    No. However, only months during the period from April 1, 2021, through the date of your registration or renewal and no later than March 31, 2022, will be considered during the annual 2022-2023 registration. When applying for the discount, you will need to indicate the start date of the leave and provide supporting documentation.

    I became a parent within the last year. When can I apply for the discount?

    At the time of the 2022-2023 annual registration or renewal, you must declare that you are on parental leave during the period considered (April 1, 2021, until the annual registration or renewal date and no later than March 31, 2022). This will apply the discount to your 2022-2023 dues/renewal amount.

    What is the maximum discount amount?

    The maximum discount amount is $310 for the 2022-2023 year. The discount granted for the 2022-2023 year is as follows:
    • 6 months: $155.00
    • 7 months: $180.83
    • 8 months: $206.67
    • 9 months: $232.50
    • 10 months: $258.33
    • 11 months: $284.17
    • 12 months: $310.00

    Can I accumulate different leaves?

    You can accumulate different leaves as long as they each last a minimum of 6 months.

    I already have 6 months done, but my leave is 12-month long, ending next September. When should I apply for the discount?

    Beginning with the current annual enrollment or renewal period in the registry, for the first 6 months ending on your enrollment date and no later than March 31, 2022. The remainder of the leave can be declared at the next annual registration or renewal (2023-2024). No retroactive discounts will be available if you do not apply for them at this time.

    I have already accumulated a 4-month leave of absence (for the period of April 1, 2021, to March 31, 2022), but my leave of absence should end in December 2022. When should I apply for my discount?

    Since your leave of absence is less than the minimum required length of 6 months, you will need to claim these months during your 2023-2024 annual registration or renewal.
