An agreement between Quebec and France

Quebec and France have signed an agreement to facilitate the mutual recognition of professional qualifications. This agreement promotes professional mobility and enables engineers trained in France to work in Quebec while they are in the process of obtaining their full permit. It supports their seamless integration into the local workforce and accelerates the overall process.

Under the agreement, graduates of an accredited engineering programme or educational establishement in France can obtain a temporary restrictive permit (TRP) to work in Quebec. This permit allows them to use the title “ing. PRT or TRP’ during the transitional period until they obtain a full permit and are registered on the OIQ’s Roll.

What you need to know about the TRP permit

Period of validity: the TRP permit is temporary and remains valid until you obtain a full professional permit.

Conditions of use: during this period, you may work as an engineer in Quebec under direct supervision, but you may not use the title of Engineer or “eng.” until you have completed all the required steps.

Validation of skills: You must complete a three-part program to have your engineering skills and experience recognised. The aim of this program is to ensure that you understand the regulations for practicing as a professional engineer in Quebec.

Supervision: You will be required to work under the supervision of an engineer who is a member of the OIQ, which will allow you to gradually integrate Quebec’s professional system. The specific responsibilities associated with this permit are outlined below.

Steps to becoming an engineer in Quebec

In Quebec, the use of the title engineer is reserved and regulated. Only holders of an engineering permit registered with the Ordre des ingénieurs du Québec are entitled to practice engineering in Quebec.

As a graduate from France, from a program recognized by the Agreement, you must first apply for a temporary restrictive permit (PRT) and complete a three-part process:

  • Theoretical component – This involves completing online training courses and passing the professionnal exam.
  • Practical component – This involves an assessment of the skills you’ve acquired, in particular through your work experience in engineering.
  • Linguistic component – In accordance with the requirements of the Charter of the French Language, you must demonstrate that you speak french.

Responsibilities associated with a PRT permit

As the holder of a Temporary Restricted Permit (TRP), you have the opportunity to practise engineering in Quebec while you work towards obtaining a full permit. Here are your responsibilities:

  • Use of the title: You may use the title “ingénieur PRT” or the abbreviation “ing. PRT”. However, you may not use the title “engineer” or the abbreviation “P.Eng.” alone.
    Practice under supervision: You may engage in activities reserved to the engineering profession, but only under the technical supervision of an engineer who is a member of the OIQ.
  • Adherence to the Code of Ethics: As a member of the profession, you are required to comply with the Code of Ethics for Engineers to ensure the integrity and quality of engineering practice.
  • Compliance with regulations: You must comply with the rules on continuing education, liability insurance, professional control and all other standards applicable to members of the OIQ.
  • Registration on the Roll : Your registration on the Roll of the Order is an essential step to practise lawfully in Quebec.

Identification

❑ A copy of your birth certificate or passport. Only these documents are accepted.

Academic documents

❑ A copy of any university diploma in support of the application or an official attestation that you have graduated.

❑ The diploma supplement. This must be sent directly to the Ordre by the institution concerned. You can find examples of diploma supplements on the Europass website.

French language

❑ A document demonstrating that you have a sufficient knowledge of French to practice the profession in Quebec.

Other

❑ Payment of your application fee.

Admission Form and Fees

If you are a graduate from a recognized engineering program in France and would like to apply for admission to the OIQ, the admission fee is $735.00. This amount covers the cost of processing your application, the professional exam, the evaluation of your engineering experience, and your registration with the OIQ. Please note that this fee does not include annual dues, which are payable in March of each year.
